RFP for Battery System for DY High Emergency Shelter

REQUEST FOR PROPOSALS

The Cape and Vineyard Electric Cooperative, Inc. (CVEC) is seeking proposals to design, analyze financials for proposed design, develop, and install a Battery Energy Storage System (BESS) for a Cape Cod regional emergency shelter served by existing photovoltaics. There is no size stipulated for this system although a minimum of 250kW is mentioned in the RFP. Financials may indicate a larger system is preferable.

Proposals will be received at CVEC, 23H2 White’s Path, Suite 2, South Yarmouth, MA 02664, on or before, but no later than October 22, 2018. No exceptions will be allowed.

A non-obligatory site visit is scheduled for August 22, 2018.

NOTE: One original and ten (10) copies of each Price and Non-Price Proposal shall be submitted. NO faxed submissions will be accepted.

Sealed envelopes containing proposals shall be clearly marked “CVEC BESS – OCTOBER 2018″ with the Proposer’s Name. Technical and Price Proposals are to be submitted in separate sealed envelopes, marked “Non-Price Proposal” and “Price Proposal”.

All proposals submitted for this project are subject to the provisions of Massachusetts General Laws, Chapter 30B, Section 6.

The Cape & Vineyard Electric Cooperative reserves the right to accept or reject any or all proposals, to waive any informality contained therein, and to award the contract as determined to be in the best interest of the Cooperative, the host school district and the general public.

CVEC BESS

Amendment Number 1 (dated August 14, 2018):

The Central Register advertisement for the CVEC BESS RFP notes the non-obligatory site visit date as August 29, 2018. On Monday, August 14, the date was necessarily amended to the earlier date of August 22, 2018 at 10:00 at DY High School. We will meet at the main entrance.

Amendment Number 2 (dated August 23, 2018):

Container aesthetics is a consideration if “trailer housing” is proposed for school grounds.

Amendment Number 3 (dated October 9, 2018):

The number of required hard copies for the RFP has been reduced from ten (10) to seven (7).

Amendment Number 4 (dated October 15, 2018):

Contract will be awarded December 4, 2018. Date change due to holiday schedules.
