ROUND 4 REQUEST FOR PROPOSALS (Click here)  

The Cape and Vineyard Electric Cooperative, Inc. (CVEC) is seeking proposals to lease space on rooftops of municipal buildings and public lands for roof mounted PV, ground mounted PV and solar canopy PV, with and without battery storage.

Proposals sought are for the design, development, installation and ownership of solar photovoltaic energy facilities, with or without batteries, and for the sale of the power to CVEC and host municipalities, for terms of twenty years with an option for one five year renewal term.

Proposals must be received at CVEC, 23H2 White’s Path, Suite 2, South Yarmouth, MA 02664, on or before, but no later than MARCH 25, 2019 .  No exceptions will be allowed.

NOTE:  One original and seven (7) copies and one electronic copy of each Non-Price Proposal should be submitted.  One original and seven (7) copies  of each Price Proposal should be submitted  NO faxed submissions will be accepted.

Sealed envelopes containing proposals shall be clearly marked “CVEC PV 4 RFP – MARCH 2019” with the Proposer’s Name.  Technical and Price Proposals are to be submitted in separate sealed envelopes, marked “Non-Price Proposal” and “Price Proposal”.

All proposals submitted for this project are subject to the provisions of Massachusetts General Laws, Chapter 164, Section 137.

The Cape & Vineyard Electric Cooperative reserves the right to accept or reject any or all proposals, to waive any informality contained therein, and to award the contract as determined to be in the best interest of the Cooperative, the host municipalities and the general public.

Notice. Posted 3/12/19 The requests for interval data for the Oak Bluffs Waste Treatment Facility, the Harwich Community Center, the Harwich Cranberry Valley Golf Course, and the Brewster Golf Course could not be fulfilled as these accounts are not Time of Use (TOU) accounts.

Addendum #6. Posted 3/11/19 With the understanding that the goal is to maximize benefits to the towns hosting the projects listed in Round 4, alternative pricing constructs for all projects will be acceptable.

Additional Clarification to Addendum #5. Posted 3/11/19 In the case of the three projects, the Harwich As-of-Right PV Site, the Brewster Captains Golf Course Large Parking Lot Solar Canopy, and the Brewster Captains Golf Course Driving Range Solar Canopy/Ground Mount, that were directed on 3/8/19 to be proposed as annual Lease payment bids, rather than as Power Purchase Price per kilowatt hour bids, alternatives to Lease payment proposals will be acceptable. Respondent can propose, for instance, an optimum pricing structure via lease payments in combination with non-CVEC offtaker benefits going to respondent, and/or “on bill credits” to host and CVEC or combination of these or even a community solar project.

Clarification to Addendum #5. Posted 3/8/19 In the case of the three projects, the Harwich As-of-Right PV Site, the Brewster Captains Golf Course Large Parking Lot Solar Canopy, and the Brewster Captains Golf Course Driving Range Solar Canopy/Ground Mount, that are to be proposed as annual Lease payment bids, rather than as Power Purchase Price per kilowatt hour bids, the power will remain with the system owner. CVEC will not be providing “homes” for public net metering credits produced by these three projects.
